<br />Regular Meeting Minutes
<br />September 7, 2000

<br />The Northstar Corridor Development Authority met in regular session on September 7, 2000, in the Board Room at the
<br />Sherburne County Government Center, Elk River, Minnesota.
<br />
<br />Present were: Bob Erdrick, Tom Wenzel, Tim Houle, Tim Yantos, Betsy Wergin, Mary Richardson, Mark
<br />Stenglein, Paul Ostrow, Steve Billings, Lewis Stark, Don Jolly, Jim Dickinson, Duane Cekalla, Carl Yilek,
<br />Gerald Goebel, Jerry Leese, Duane Grandy, Bob Johnson, John Ellenbecker, Terry Nagorski, Stephanie

<br />1. The meeting was called to order at 4:35 p.m.
<br />
<br />2. Mr. Mukhtar Thakur, Director of Passenger Rail Operations with MnDOT was introduced. Mr.
<br />Thakur will be representing MnDOT on the NCDA project.

<br />A motion was made by Stephanie Klinzing, seconded by Terry Nagorski and carried unanimously to
<br />approve the agenda of September 7,2000, and the minutes of the August 3,2000 meeting, as
<br />presented.
<br />
<br />4. Executive Committee Report:
<br />
<br />a) Discussion was held on the selection of a preliminary engineering firm for design of
<br />commuter rail stations, maintenance facility, communications and control center, layover
<br />facilities and related track work. The Executive Committee prepared and advertised an RFP
<br />indicating the contract dates are September 7, 2000 through March 31, 2001, in an amount
<br />not to exceed $1,000,000 with proposals due on August 11, 2000. Two firms responded:
<br />URS/BRW and TKDA. The firms were interviewed by the proposal team on August 28,
<br />2000. Based on the interviews, the Executive Committee is recommending that the NCDA
<br />approve awarding the preliminary engineering contract to URS/BRW because of their:
<br />allocation of project costs; flexibility; recognition of importance of the Project Management
<br />Plan; references; project understanding and willingness to meet contract terms and insurance
<br />requirements.

<br />A motion was made by Mark Stenglein, seconded by Duane Grandy, and carried
<br />unanimously to approve the recommendation of the Executive Committee to award the
<br />preliminary engineering contract to URS/BRW for the design of commuter rail stations,
<br />maintenance facility, communications and control center, layover facilities and related track
<br />work, for services not to exceed $1,000,000 with a term of September 7, 2000 through
<br />March 31, 2001, with the following additions as recommended by the Executive Committee:

<br />That the URS/BRW / NCDA contract have a clause providing for penalties
<br />for late deIiverables.
