9. Land use: <br /> a. Describe: <br /> i. Existing land use of the site as well as areas adjacent to and near the site, including <br /> parks,trails, prime or unique farmlands. <br /> Existing land use of the Site is open space with one single family residence located in the <br /> northeastern portion of the Site. Land use surrounding the Site is predominantly <br /> permitted sand and gravel mining operations. There are three permitted mines to the <br /> north of the Site (Plaisted, Toth, and Manthei), one permitted mine to the south of the <br /> Site (Knife River which includes operation of a portable asphalt plant), two permitted <br /> mines located across TH 169 to the southwest of the Site (Tiller which includes an asphalt <br /> plant and C.S. McCrossan) and one permitted mine to the northwest of the Site (Tiller). <br /> Other adjacent land uses include the Elk River Landfill to the west of the Site which was <br /> previously a sand and gravel mine. The Manthei Hog Farm is located northeast of the Site. <br /> To the south of the Site is a wind turbine. There are a few rural residences located in the <br /> vicinity of the Site. Some of these residences are located on parcels permitted for sand <br /> and gravel mining. Figure 4: Existing Land Use, illustrates these surrounding land uses. <br /> ii. Plans. Describe planned land use as identified in comprehensive plan (if available) and <br /> any other applicable plan for land use, water, or resources management by a local, <br /> regional, state, or federal agency. <br /> The Future Land Use Plan within the City of Elk River's Comprehensive Plan' identifies the <br /> future land use of the Site as Mining and Development Reserve. The planned land use of <br /> the Site is designated as Mining/Development Reserve on the Future Land Use Plan of the <br /> Elk River Comprehensive Plan. The Elk River Comprehensive Plan serves as a guide for the <br /> City to make decisions regarding the type, location, and density of future development <br /> within Elk River. It also serves as the foundation for updating the City's Zoning Ordinance <br /> and Zoning Map. The primary objective of these land use categories is to allow mining the <br /> land and to subsequently address future land use when development becomes <br /> appropriate. Figure 5: Future Land Use illustrates the future land use of the Site and <br /> surrounding area as adopted by the Comprehensive Plan. <br /> According to the Comprehensive Plan, areas designated Mining are currently being mined <br /> or, in the case of the Site, are set aside for future mining. The Elk River Comprehensive <br /> Plan indicates that the majority of the mining resources in these areas will be extracted <br /> over the next 10 to 40 years. The Project will be active for an estimated 30 years or more <br /> based on market demand. <br /> Areas designated Development Reserve are outside of the urban service area and will <br /> have various development opportunities in the future when mining is complete and <br /> services are available. The Project, therefore, is consistent with the goals and guidelines <br /> established by the Elk River Comprehensive Plan. <br /> 1 WSB Associates, Inc.
