<br />December 2, 2004

<br />The Northstar Corridor Development Authority met on December 2, 2004, in regular session
<br />at the Sherburne County Government Center, Anoka, Minnesota.
<br />
<br />In attendance: Duane Grandy, Bruce Nawrocki, Jeanne Mason, Scott Schulte, Bob Barnette,
<br />Tom Gamec, Dennis Berg, Robert Kirchner, David Elvig, Ken Stevens, Jill brown, Arne
<br />Engstrom, Art Daniels, Lewis Stark, Dan Lieser, Felix Schmiesing, Woody Bissett, Terry
<br />Nagorski, Ewald Petersen, John Norgren, Louise Kuester, Tim Yantos, Mary Richardson,

<br />1. The meeting was called to order at 4:00 p.m.
<br />
<br />2. Scott Schulte made a motion to approve the November 4, 2004 minutes and the
<br />December 2 meeting agenda as presented. The motion was seconded by John
<br />Norgren and passed unanimously on a voice vote.
<br />
<br />3. Tim Yantos gave an update on the RFP process for Engineering Services for
<br />Advanced and Final Design of the Northstar Commuter Rail Project and the ranking of
<br />qualified vendors. Mary Richardson noted that two firms responded to the RFP:
<br />Kimley-Horn and Associates, Inc. and URS. Both firms were interviewed on
<br />November 19. The evaluation team consisted of Tim Yantos, Mary Richardson,
<br />Kenneth Stevens, Mike Schadauer, Jon Olson, Vicki Barron, Ed Hunter, Mark
<br />Fuhrmann, Dean Michalko and Tom Styrbicki.

<br />Ms. Richardson noted that proposals were ranked based on the inclusion of required
<br />certificates/statements, good faith efforts to meet DBE goal, qualifications of the
<br />Propose and the project team, availability of key personnel and ability to complete
<br />work on schedule, the Consultant's understanding of the work, the Consultant's past
<br />record of performance, and the comprehensiveness of the proposal. Tim Yantos
<br />noted that the evaluation team determined that Kimley-Horn and Associates, Inc.
<br />represented the most qualified team for the project. At its November 23, 2004
<br />meeting, the NCDA Executive Committee/Capital Budget Committee authorized staff
<br />to enter into negotiations with Kimley-Horn and Associates, Inc. to establish the scope
<br />of services and a fair and reasonable contract amount. Staff will bring a contract for
<br />approval at the January 2005 meeting.

<br />4. Tim Yantos gave an update on the RFP process for Engineering Services and
<br />Technical Support for the Northstar Commuter Rail Project (including LRT connection)
<br />and the ranking of qualified vendors. Mary Richardson noted that two firms responded
<br />to the RFP: L TK Engineering Services and Parson. Both firms were interviewed on
<br />November 19. The evaluation team consisted of Tim Yantos, Mary Richardson,
<br />Kenneth Stevens, Mike Schadauer, Jon Olson, Vicki Barron, Ed Hunter, Mark
<br />Fuhrmann, Dean Michalko and Tom Styrbicki.
