Constitution Week <br />Mayor Dietz read the proclamation. <br />Marilyn Schroeder, representative of the Anoka Chapter of the Daughters of the <br />American Revolution, thanked the Council for their support. She stated this year's <br />Constitution Week activities include a non-partisan voting display at the Elk River <br />Library. She explained the presentation promotes voting and provides direction for <br />first time voters. <br />Moved by Councilmember Burandt and seconded by Councilmember Olsen <br />to proclaim September 17, 2016, through September 23, 2016, as Constitution <br />Week. Motion carried 5-0. <br />6.2 Oath of Office: Police Officer Nicholas Albert <br />Chief Nierenhausen presented Nicholas Albert and Mayor Dietz administered the <br />police officer oath of office to Mr. Albert. <br />7. Public Hearings <br />There were no public hearings. <br />8.1. Rivers Edge Commons Park Construction Change Orders <br />Mr. Hecker presented the staff report. <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />OIsen to approve the change order requests for the construction of the Rivers <br />Edge Commons Park Expansion as outlined in the staff report. Motion <br />carried 5-0. <br />8.2 Economic Development Authority and Housing and Redevelopment <br />Authority Levies <br />Ms. Othoudt presented the staff report. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to adopt Resolution 16-53 approving the 2017 tax levy for economic <br />development purposes for the Elk River Economic Development Authority. <br />Motion carried 5-0. <br />Moved by Councilmember Burandt and seconded by Councilmember Wagner <br />to adopt Resolution 16-54 approving the Housing and Redevelopment <br />Authority tax levy.
