She stated this year's <br /> Constitution Week activities include a non-partisan voting display at the Elk River <br /> Library. She explained the presentation promotes voting and provides direction for <br /> first time voters. <br /> Moved by Councilmember Burandt and seconded by Councilmember Olsen <br /> to proclaim September 17, 2016, through September 23, 2016, as Constitution <br /> Week. Motion carried 5-0. <br /> 6.2 Oath of Office: Police Officer Nicholas Albert <br /> Chief Nierenhausen presented Nicholas Albert and Mayor Dietz administered the <br /> police officer oath of office to Mr. Albert. <br /> 7. Public Hearings <br /> There were no public hearings. <br /> 8.1. Rivers Edge Commons Park Construction Change Orders <br /> Mr. Hecker presented the staff report. <br /> Moved by Councilmember Westgaard and seconded by Councilmember <br /> Olsen to approve the change order requests for the construction of the Rivers <br /> Edge Commons Park Expansion as outlined in the staff report. Motion <br /> carried 5-0. <br /> 8.2 Economic Development Authority and Housing and Redevelopment <br /> Authority Levies <br /> Ms. Otboudt presented the staff report. <br /> Moved by Councilmember Wagner and seconded by Councilmember <br /> Westgaard to adopt Resolution 16-53 approving the 2017 tax levy for economic <br /> development purposes for the Elk River Economic Development Authority. <br /> Motion carried 5-0. <br /> Moved by Councilmember Burandt and seconded by Councilmember Wagner <br /> to adopt Resolution 16-54 approving the Housing and Redevelopment <br /> Authority tax levy.
