The city will provide a template of the <br /> notice that must be distributed and a list of the property owners to <br /> notify. The event planner must provide an affidavit that the notice <br /> was distributed. <br /> 2. Applicant must receive permission for use of any private property. <br /> 3. Tents must meet applicable state and fire building code <br /> requirements. Tents must be secured with weights, not stakes. No <br /> stakes shall be pounded into the pavement.Applicant is <br /> responsible for contacting the fire marshal at 763.635.1110 to <br /> schedule an inspection prior to use of the tents. <br /> 4. Liquor may only be served by a caterer licensed to serve alcohol in <br /> the State of Minnesota. Prior to the event, the city must receive a <br /> copy of the caterer's licenses issued by the state allowing the <br /> caterer to serve food and alcohol. Caterer must also provide <br /> certificate of insurance naming the city as an additional insured for <br /> liquor liability coverage. <br /> 5. Applicant is required to have two police officers on-site from 6:00 <br /> p.m. until 11:30 p.m. while alcohol is served. The applicant is <br /> responsible for fees associated with police personnel. <br /> 6. Temporary signs must receive a temporary sign permit from the <br /> Planning Department prior to display and all signage must comply <br /> with the standards set forth in the ordinance beginning with <br /> Section 30-851. <br /> 4.5 Adopt Resolution 16-52 approving the summary publication of <br /> Ordinance 16-19, an ordinance which amends the code of ordinances <br /> by adding Section 30-1587, entitled "Focused Area Study (FAST)" and <br /> Section 30-1158, entitled "Structure Regulations". <br /> 4.6 Solicitor permit to Aaron Jahnke, The Window Store Home <br /> Improvements, Inc. valid through December 31, 2016. <br /> 4.7 Additional design and engineering fees for the Rivers Edge Commons <br /> Park Expansion project as outlined in the staff report. <br /> 4.8 Agreement 2016-26 between the Decklan Group and the City of Elk <br /> River to market advertisers for the city's two ice resurfacers. <br /> 4.9 Agreement 2016-27 between RinkSide Advertising and the City of Elk <br /> River for marketing the dasher boards for advertisers at the Olympic <br /> and Barn rinks. <br /> Motion carried 5-0. <br /> S.
