Park Dedication <br /> The Parks and Recreation Commission recommends Park Dedication be satisfied with a combination of <br /> land and cash. The recently adopted Park Dedication ordinance requires 3.47 acres of park land for the 41 <br /> homes being platted. The percentage of the dedication not satisfied by land will be satisfied by cash. <br /> The final plat includes 3.1 acres of land to be dedicated,which was reviewed during a Parks and <br /> Recreation work session on July 13, 2016. The recommendation from the commission is to add a road <br /> along the north side of the park area, and accept 2.7 acres of land. The commission envisions a facility <br /> similar to Trott Brook Farms Park with public streets abutting multiple sides of the park to improve <br /> visibility of the park and provide on street parking for users. A sketch of the desired park configuration is <br /> attached. <br /> The Preliminary and Final Plats will need to be updated to show the additional right-of-way and reduced <br /> park area,reflecting the recommendation of the Parks and Recreation Commission. <br /> Planning Commission <br /> During the public hearing one resident spoke and expressed concerns about traffic and speed on 191st <br /> Ave and discussed impacts to allowing the development to occur with only one access point. He <br /> described situations where traffic backs up from the driveway to Twin Lakes Elementary School around <br /> the corner and onto Cleveland Street. He noted that this has caused instances where vehicles entering the <br /> subdivision have been forced into oncoming traffic. <br /> The applicant, the Commission, and staff discussed anticipated roadway connections to service the <br /> growing subdivision. The applicant does not want to construct the requested connection between River <br /> Park and Twin Lakes Estates, and requested to receive approval of the plat without a limit or condition <br /> to construct a road. The applicant is willing to commit to bringing a plat with 190th Ave as the next <br /> phase,but does not wish to link that to a condition of approval. <br /> The Planning Commission unanimously recommended approval of the Preliminary Plat. They also <br /> recommend building permits for homes south of the utility easement in the center of the plat should not <br /> be released until 190th Ave is under construction. I spoke with the Commission chair regarding the <br /> definition of"under construction." His recommendation is that home building permits for the area south <br /> of the power pole easements should not be released until a plat dedicating right-of-way for 1901h Ave is <br /> recorded, construction plans are approved, and a letter of credit for the public improvements is on file <br /> with the city. <br /> Since the Planning Commission, the applicant submitted an amended request to receive approval to build <br /> 15 of the 41 homes in the subdivision and leave the letter of credit in place for use by the city to <br /> construct a temporary access road if needed. This request is included in the attachments.
