<br />2005 Street Improvement Project <br />December 20, 2004 <br /> <br />Page 2 <br /> <br />Trunk Highway 10 to Main Street. There currently is a pedestrian facility along Main Street <br />which branches out to many other areas within the City. It is anticipated that in the near future <br />Upland Avenue north of Trunk Highway 10 (County Road 44) will be reconstructed and will <br />include a pedestrian facility. <br /> <br />The 2005 Street Improvement Project has three roads that access Trunk Highway 10 with <br />minimal traffic flow. Seymour Avenue at the far west of the project is a dirt roadway. Rush <br />Avenue and Quinn Avenue furtherto the east are paved roadways, accessing Trunk Highway 10. <br />We are going to propose to the public at the informational meeting that all three of these access <br />points be closed. As the City Council is aware, the MnDOT Inter Regional Corridor (IRe) <br />Study for Trunk Highway 10 does not anticipate any access points like this in the future and <br />MnDOT has worked with the City on several projects in the past in attempts to eliminate <br />unneeded local access to the trunk highway system. We have had preliminary discussions with <br />MnDOT about their participation in this project. They have agreed to fund the closure and <br />ancillary work involved. Attached for the City Council's consideration is a resolution which <br />MnDOT requires to prepare a cooperative agreement for their portion of the funding of the <br />closing these three accesses. If in fact a decision is made in the future to not close all or any of <br />these access points, there is no requirement in this resolution that they must be closed. This <br />resolution simply starts the process with MnDOT; the City can end the process at any time if it <br />chooses not to move forward. Therefore, I would request that the City Council adopt the <br />attached resolution to initiate the cooperative agreement process. <br /> <br />Bryan Adams of the Elk River Municipal Utilities is anticipating a minor amount of water <br />improvement work with this project which, as in the past, the Municipal Utilities will fund in its <br />entirety. We have reviewed the sanitary sewer televising tapes and are recommending some <br />lining of the existing sewer mains which are beginning to show wear. We anticipate that this <br />work will be funded through the sanitary sewer enterprise fund. The remaining street and storm <br />drainage improvements are estimated to cost in the neighborhood of $1.5 million including <br />project overhead. Weare recommending that the assessment rate for the 2005 Street <br />Improvement Project be set at $6,000 per residential unit. This should approximate the City's <br />goal when the Pavement Rehabilitation Program was established of street and storm drainage <br />costs being 1/3 assessed and 2/3 funded by the City. <br /> <br />Relative to schedule, we anticipate a public informational meeting to be held in mid-] anuary. <br />The minutes from that meeting will become part of the official Feasibility Study which will be <br />presented to the City Council in early February.
