We have performed topographic surveys, soil borings, traffic counts, and have met <br />with the various departments in the City regarding sanitary sewer, water, and storm drainage <br />conditions. We have analyzed the proposed improvements using the 2003 Street Improvement <br />Project as a benchmark. We are now prepared to go to the affected property owners in January <br />of 2005 in the form of an informational meeting to layout our vision for the Street <br />Improvement Project and take input and questions relative to our proposal. <br /> <br />The purpose of the presentation at your December 20, 2004 City Council meeting is to briefly <br />review our findings with the City Council prior to presenting any of this information to the <br />general public at an informational meeting. Attached you will find an exhibit which shows the <br />streets to be improved and a similar exhibit which shows the areas to be assessed, together with <br />a listing of the individual properties on a preliminary assessment/notification roll. As with the <br />2003 Street Improvement Project, we believe the major issues will revolve around the amount to <br />be assessed, the width of the streets after reconstruction, and whether or not sidewalks are <br />installed. With the 2005 Street Improvement Project, the Tipton Avenue and Upland Avenue <br />area have relatively narrow existing streets in the range of 20-24 feet in width. We are proposing <br />a minimum street width for the new construction of 28 feet. Currently there is no concrete curb <br />and gutter in this area and on-street parking can extend beyond the paved surface. The <br />reconstructed streets will include a barrier concrete curb and gutter that will not allow for <br />parking beyond that area, so we believe the streets need to be slightly wider to accommodate the <br />minimal but sometimes used on-street parking. In the 5th Street area, the existing street ranges <br />from 32 feet wide west of Rush Avenue to 40 feet wide east of Rush Avenue. We are proposing <br />that the entire length of 5th Street be reconstructed to 32 feet wide, which is the City standard. <br />This narrowing of the street section should allow for sidewalk on both sides of 5th Street.
