If I read the request correctly, up to 20 horses could be
housed in the proposed facility. Based on USDA figures, you can expect in excess of 9
tons of manure per horse per year. How is this going to be handled, ie. daily haul and
spread or stockpiled? Where will it be spread? Where will it be stockpiled? Will it be
composted to reduce the volume? The existing site doe not have any cropland available for
spreading. Can they contract with the farmer east of them for spreading? Are the horses
going to be pastured? Also, due to the ditches, number of hares and wetlands, they may
need an MPCA feedlot permit.

I don't want to discourage what appears to be a very commendable project, but at the same
time there is going to be a lot of waste produced by these horses and how that waste is
managed will have a direct effect on the neighborhood and downstream.

It may be that the Reiners are working with a consultant on these issues. If not, I would
suggest they contact our office or the Minnesota Extensio~ Service for more information.

Bill Bronder
Technical Manager
Sherburne SWCD
(763) 241-1170 ext. 3

1
