f. Line Avenue Alternatives Comparison
Based upon the analyses completed in the above sections, the three
alternatives for Line Avenue were compared according to LOS, travel time
impacts, likely mitigation needs, and traffic signal need at Twin Lakes
Road/181 st Avenue. Table 6 shows this overview of the various analyses.
Table 6 — Line Avenue Alternatives Comparison
As shown in Table 6, the existing network operates acceptably and the
alternatives are not necessary based purely on the intersection operations. Of
the three alternatives, Alternative A has the least overall impact on the study
network. If other reasons suggest that changes to the Line Avenue corridor
are needed, Alternative A is recommended.
Regardless of the scenario, a southbound left turn lane on Twin Lakes Road
at the Line Avenue intersection would increase safety. An eastbound right
turn lane on Line Avenue at that same intersection would also benefit
operations for all scenarios except Alternative A, when a cul-de-sac would be
placed on Line Avenue at Twin Lakes Road.
Traffic Operations Study 9 Line Avenue in Elk River
Time
Impact
Scenario
•-
MitigationTravel
Signal
Needs
Warranted
routes
-
Existing
All acceptable __
__
At Twin Lakes
No
Rd/Line Ave
Alternative A
All acceptable 59%-21%
35%-25%
None
No
Issues at Twin
At Twin Lakes
Alternative B
50%-16%
Lakes Rd/Line Ave
44%-52%
Rd/Line Ave
No
Alternative C
Issues at Twin 47%-12%
45%-118%
At Twin Lakes
No
Lakes Rd/Line Ave
Rd/Line Ave
As shown in Table 6, the existing network operates acceptably and the
alternatives are not necessary based purely on the intersection operations.
