times for all routes in each group were summed together to provide an easy <br />comparison of alternatives. The resulting travel times are shown in Figure 3 in <br />the Appendix. A summary of comparisons is shown in Table 5. <br />Table 5 — Travel Time Changes with Line Ave Alternatives' <br />'The percentages shown are for all routes in each category relative to the existing travel <br />times. <br />As shown in Table 5, and intuitively for this type of change, the travel times <br />across the system will increase with the loss of a direct connection between <br />Main Street and Twin Lakes Road. However, the magnitude of the impact and <br />who receives the most impact changes based upon the alternative. In <br />general, Alternative A represents the most impact to cut -through traffic on <br />Line Avenue and least impact to other routes with origins and destinations <br />within the study area. Alternative C represents the least impact to cut -through <br />traffic on Line Avenue and most impact other routes. <br />e. Warrant Analysis - Twin Lakes Road & 181St Avenue <br />As presented earlier, the existing traffic at the Twin Lakes Road/181St Avenue <br />intersection does not satisfy the volume Traffic Signal Warrants. With any of <br />the alternatives for Line Avenue, the projected shift in traffic volumes <br />generally results in an increase at the Twin Lakes Road/181St Avenue <br />intersection. Because of these estimated increases in traffic, the possibility <br />arises of a traffic signal being needed. <br />To fully evaluate the volume signal warrants (Warrants 1-3), the changes <br />applied to the Twin Lakes Road/181St Avenue intersection for each of the <br />alternatives was applied to the full 24-hour period. Using these volumes, two <br />warrants, Warrant 2 Four -Hour Volumes and Warrant 3 Peak Hour Volumes, <br />were satisfied for all three alternatives. Up to six of the required eight hours <br />met the criteria for Warrant 1, Eight -Hour Volumes. <br />Although two warrants are met, traffic operations at the intersection are still <br />satisfactory with acceptable LOS for the overall intersection and individual <br />movements. These results suggest a traffic signal, while warranted, may not <br />yet be justified. However, it is likely that added growth from additional <br />development in the general area would push traffic volumes to satisfy the <br />Warrant 1 as well as increase delays to indicate need. It is likely that a traffic <br />signal will be needed at the Line Avenue/Twin Lakes Road intersection within <br />a few years. Traffic volumes and operations should continue to be monitored <br />into the future, regardless of an alternative for Line Avenue. <br />The results of the warrant analyses are shown in the Appendix. <br />Traffic Operations Study 8 Line Avenue in Elk River <br />
