The second letter <br />(in parentheses) is the Level of Service for the worst operating movement. <br />As shown in the tables, all intersections and movements operate at LOS D or <br />better with the exception of the Twin Lakes Road/Line Avenue intersection in <br />some of the p.m. peak hour scenarios. As in the existing scenario, these poor <br />LOS results are due to the eastbound movements on Line Avenue at Twin <br />Lakes Road. These eastbound approach average delays per vehicle and 95th <br />percentile queues in the p.m. peak hour are as follows: <br />• Existing: 36 seconds, 8 vehicles <br />• Alternative A: n/a <br />• Alternative B: 99 seconds, 11 vehicles <br />• Alternative C: 234 seconds, 21 vehicles <br />These results indicate that intersection improvement modifications may be <br />needed at the Twin Lakes Road/Line Avenue intersection, even in the existing <br />scenario. As a first step, the traffic signal and all -way stop control warrants <br />were examined. This review showed that the existing traffic is relatively far <br />from satisfying any of the warrants. Therefore, a traffic signal or conversion to <br />all -way stop were not considered. <br />Next, geometric improvements were considered, including additional <br />approach lanes or a change to a roundabout. The addition of an eastbound <br />right turn lane on Line Avenue and a southbound left turn on Twin Lakes <br />Road would have the most impact.
