3. Line Avenue Alternative Options & Analysis <br />a. Line Avenue Alternative Options <br />The potential conversion of Line Avenue to a cul-de-sac between Main Street <br />and Twin Lakes Road could occur at three different locations: <br />• Alternative A - disconnect Line Avenue between the intersections with <br />Twin Lakes Road and 5t" Street <br />• Alternative B — disconnect Line Avenue between the intersections with <br />5t" Street and 3rd Street. <br />• Alternative C — disconnect Line Avenue between the intersections with <br />3rd Street and Main Street/181 st Avenue. <br />b. Traffic Volume Adjustments <br />To be able to analyze the study intersections with the different Line Avenue <br />alternatives, the existing volumes were shifted around to correspond to the <br />different layouts. The following assumptions were made in order to complete <br />these shifts for the different alternatives: <br />• Standard trip generation rates apply to houses and businesses that <br />have access directly, or indirectly through public roads, to Line <br />Avenue. <br />• Existing volumes at the end points of the study network will roughly <br />balance with these shifts. For example, Twin Lakes Road has an <br />existing a.m. peak hour volume of 503 vehicles on the southbound <br />approach. For any alternative, this southbound approach will continue <br />to have about 503 vehicles, although the percentages to the turning <br />movements will change. <br />• Drivers will select the closest replacement route based on the roadway <br />network, not based on delays or perceived delays. <br />The final volumes can be seen in the capacity analysis section of the <br />Appendix for each scenario. <br />c. Line Avenue Alternatives Level of Service Analysis <br />The forecasted turning movement volumes for the different alternative <br />scenarios were used to re -analyze the study intersections. As before, the <br />LOS calculations were done in accordance with the 2010 Highway Capacity <br />Manual using VISTROTM software. <br />A summary of the LOS results for the alternative Line Avenue layouts for <br />each peak hour is shown in Tables 2 and 3. The complete LOS calculations, <br />which include queue lengths and grades for all individual movements, are <br />included in the Appendix. <br />Traffic Operations Study 5 Line Avenue in Elk River <br />
