3. Line Avenue Alternative Options & Analysis
a. Line Avenue Alternative Options
The potential conversion of Line Avenue to a cul-de-sac between Main Street
and Twin Lakes Road could occur at three different locations:
• Alternative A - disconnect Line Avenue between the intersections with
Twin Lakes Road and 5t" Street
• Alternative B — disconnect Line Avenue between the intersections with
5t" Street and 3rd Street.
• Alternative C — disconnect Line Avenue between the intersections with
3rd Street and Main Street/181 st Avenue.
b. Traffic Volume Adjustments
To be able to analyze the study intersections with the different Line Avenue
alternatives, the existing volumes were shifted around to correspond to the
different layouts. The following assumptions were made in order to complete
these shifts for the different alternatives:
• Standard trip generation rates apply to houses and businesses that
have access directly, or indirectly through public roads, to Line
Avenue.
• Existing volumes at the end points of the study network will roughly
balance with these shifts. For example, Twin Lakes Road has an
existing a.m. peak hour volume of 503 vehicles on the southbound
approach. For any alternative, this southbound approach will continue
to have about 503 vehicles, although the percentages to the turning
movements will change.
• Drivers will select the closest replacement route based on the roadway
network, not based on delays or perceived delays.
The final volumes can be seen in the capacity analysis section of the
Appendix for each scenario.
c. Line Avenue Alternatives Level of Service Analysis
The forecasted turning movement volumes for the different alternative
scenarios were used to re -analyze the study intersections. As before, the
LOS calculations were done in accordance with the 2010 Highway Capacity
Manual using VISTROTM software.
A summary of the LOS results for the alternative Line Avenue layouts for
each peak hour is shown in Tables 2 and 3. The complete LOS calculations,
which include queue lengths and grades for all individual movements, are
included in the Appendix.
Traffic Operations Study 5 Line Avenue in Elk River
