Staff recommends the commission evaluate this area and determine if the additional land and <br /> configuration meets the Parks and Recreation Master Plan. An exhibit is included,with various ballfields, <br /> showing the scale of the proposed park area. This exhibit is not intended to be a proposed design. <br /> Park Dedication <br /> In determining if the proposed land is suitable for dedication, Section 30-327 needs to be referred to, <br /> which states: <br /> (h) Criteria for determining suitability of land. The suitability of land proposed to be dedicated for park and recreational <br /> purposes shall be determined by reference to the following criteria: <br /> (1) Whether the land is reasonably located and suited for its intended use. Staff believes it is. <br /> (2) Whether the land has frontage on public or private roads as determined by the city. Staff questions if <br /> adequate parking will be available, as proposed, for a park that will eventually be 8-10 acres <br /> in size? <br /> (3) Si<e, shape, topography,geology, hydrology, tree cover, access, and location. Unless specific park uses <br /> are identified,irregular shaped parcels can be difficult to plan for. How will this proposed <br /> parcel, the anticipated park parcel to the east and the anticipated park parcel to the south <br /> work together topographically?Does the additional land meet the Parks and Recreation <br /> Master Plan? <br /> (4) Consistency with the goals and objectives of the master park and recreation plan. Staff believes it is. <br /> Powerline Corridor <br /> The Parks &Recreation Commission made a recommendation at their February 10,2016 meeting to <br /> accept park dedication in the form of both land and cash, not including land beneath power lines. Since <br /> this meeting,the applicant stated to staff the commission only reviewed and commented on the Miske <br /> Proposal and not a merged corridor. Staff told the applicant when the Miske Proposal (corridor)was <br /> reviewed,it was understood that the corridor would extend to Ivanhoe Street,if not beyond,and would <br /> not dead end in the back of future residential lots. The applicant now believes,with this fourth addition <br /> actually touching the public realm of Ivanhoe Street,is a more fair discussion can be had to review what <br /> percentage of the corridor is fair for consideration as a linear park. Staff anticipates the use of a powerline <br /> corridor to be limited as no structures or trees can be placed under them. The applicant has suggested <br /> that a trail,bird watching,and sledding can occur under the powerline. <br /> It was questioned at the February 10,2016 meeting if park dedication credit can be given to the <br /> installation of trials. Section 30-327 states: <br /> j') Credit for construction of recreational facilities. Park dedication credit shall not be granted for the construction of <br /> recreational facilities unless specifically approved by the city council. The submission for review by staff and the park and <br /> recreation commission shall include an estimate of installation costs, equipment specifications and a site plan. The park <br /> and recreation commission shall review such improvements for appropriateness with the park and trail master plan. <br /> The applicant would like to not have a resolution other than the power line corridor should be examined <br /> for the fair value to both. Due to the number and size of wetlands in the area,the surrounding developed <br /> land, and a park corridor is not identified in the Parks and Recreation Master Plan. Staff recommends <br /> that property beneath the power lines not be counted towards park dedication.
