Project iSection <br /> The City of Elk River intends to retain a professional consulting firm to provide professional engineering <br /> services needed to successfully implement the design and construction of the 2017 Street Improvements <br /> and the CSAH 1 Improvements. These two separate projects consist of the following: <br /> Project 1 -2017 Street Improvements <br /> Project 1 consists of reconstruction, full depth reclamation and bituminous overlay of existing streets as <br /> specified on Figure 1 of the RFP. The full depth reclamation portion of the project will include <br /> replacement of large segments of curb and gutter. This will require topographic survey work to be <br /> completed to assure proper conveyance of drainage in critical areas. There are no sanitary sewer or water <br /> systems in the reconstruction areas; however the project will require management of stormwater which <br /> will consist of maintenance of existing facilities and minor modifications to accommodate the new street <br /> grades. There are several project areas and the work must be properly staged to ensure an orderly <br /> progression of the work. This project will be financed by Local and State Aid funds, and construction is <br /> expected to begin in May 2017. <br /> Project 2 - CSAH 1 Improvements <br /> Project 2 consists of the reconstruction and widening of CSAH 1, construction of raised medians, addition <br /> of turn lane capacity, reconfiguration of side street connections, and design and installation of all <br /> necessary safety measures to qualify as a whistle free zone at the BNSF rail crossing. This project is also <br /> anticipated to include the reconstruction of Quinn Street and 6th Street and the new construction of road <br /> segment between CSAH 1 and Quinn Street. The city street reconstruction will include replacement of <br /> the existing water system and the addition of new stormwater management systems to drain the <br /> reconstructed/new streets. This project will be a cooperative effort between the City of Elk River and <br /> Sherburne County and will be financed by City, County and State Aid funds. This project is expected to <br /> be completed in 2017 or 2018 depending on property acquisition. Property acquisition will be completed <br /> by others and is not included in the scope of this contract. <br /> We have divided the project into 7 phases consistent with the Scope of Services outlined in the RFP. The <br /> project phases which are discussed in greater detail in Section 3, are as follows: <br /> • Phase 1 — Feasibility Report — Prepare a Feasibility Report which will describe in a preliminary <br /> manner the work proposed to be completed and estimates the total project costs. The Feasibility <br /> Report's goal will be to deem the project technically feasible, cost effective and necessary. <br /> • Phase 2 — Topographic Survey — This phase will consist of performing a detailed site survey of <br /> the streets, sidewalks, driveway entrances, and utilities which are scheduled for reconstruction. <br /> We also anticipate obtaining adequate survey in the full depth reclamation and overlay areas to <br /> locate existing utilities, determine drainage patterns, and to review conflicts such as driveway <br /> match points on the rural street segments. <br /> • Phase 3 — Public Involvement and Meetings — The public involvement and meetings identified <br /> in this phase would include the recommended procedures identified by the City of Elk River as <br /> well as the public involvement discussed below.
