City Council Minutes <br />May 16, 2016 <br />Page 15 <br />Revenue Bonds, Series 2016A, and Resolution 16-31, approving the issuance of <br />Electric Revenue Bonds, Series 2016B, and authorizing certain other actions <br />to be taken by the Elk River Municipal Utilities Commission with respect to <br />the issuance of Electric Revenue Bonds, Series 2016A and 2016B. <br />Motion carried 5-0. <br />8.2 Wayfinding Plan <br />Ms. Gardner presented the staff report. <br />Councilmember Olsen indicated the reason he pulled this item from the consent <br />agenda at the May 2, 2016, council meeting was he wanted to have a discussion <br />about the dollar amounts for what was being proposed in the plan. He said in the <br />meantime, he has had a discussion with Ms. Gardner to clarify his concerns but feels <br />there are parts of the plan he would change. He indicated he will approve the plan. <br />Mayor Dietz explained the reason the plan was sent back to the original task force <br />committee was based on the council's concerns discussed at the March 3, 2016, <br />meeting, which were then addressed. He indicated prices will be presented once they <br />go out for bids but the plan, as proposed and with numerous options, will be the <br />plan if approved tonight. <br />Councilmember Wagner indicated everyone on the committee was concerned with <br />the final cost, which is why the plan includes many differing options to fit any budget <br />once the signs are presented for bid. <br />Ms. Gardner stated the entire plan will be completed in phases, but Visual <br />Communications recommended the entire plan be bid out so the council would have <br />a better idea on how to proceed and what signs can be done in-house. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to approve the Wayfinding Master Plan as outlined in the staff <br />report. <br />Motion carried 5-0. <br />Council recessed at 9:01 p.m. to go into work session. Council reconvened at 9:10 p.m. <br />9.1 Park Dedication <br />Mr. Carlton presented the staff report. <br />It was the consensus of the council to have attorney Roger Knutson review the <br />proposed park dedication formula as outlined in the staff report if suitable to adopt <br />and provide feedback on how vulnerable the city would be by using this formula. <br />e�uAWN <br />Grep[R <br />oer <br />F <br />
