• Changing the geometry and repositioning the side -street stop control to <br />recognize the east -west flow on 5t" Street would have acceptable operations with <br />existing traffic or with shifted traffic under any Line Avenue alternative. <br />• A roundabout is an option only with existing traffic at the Line Avenue/5t" Street <br />intersection. <br />Recommendations. <br />Based on these conclusions, the following is recommended: <br />• Keep Line Avenue connected between Main Street/181 st Avenue and Twin Lakes <br />Road based on satisfactory traffic operations today. <br />• Change Line Avenue to place a cul-de-sac between the intersections of 5t" Street <br />and Twin Lakes Road if addition reasons beyond traffic operations suggest a <br />change is necessary. <br />• Consider the potential mitigation of a southbound left turn lane on Twin Lakes <br />Road at the Line Avenue intersection, which will improve safety in any scenario. <br />• Consider the potential mitigation of an eastbound right turn lane on Line Avenue <br />at the Twin Lakes Road intersection, which will improve traffic operations if Line <br />Avenue corridor does not change or if the corridor has a cul-de-sac placed south <br />of the 5th Street intersection. <br />• Revise the 5th Street intersection with Dodge Avenue to recognize the dominant <br />flow of traffic between the north leg and the east leg. This is recommended under <br />any alternative, including if Line Avenue is not changed. <br />• Revise the 5th Street intersection with Line Avenue to a roundabout if no changes <br />occur on the Line Avenue corridor. If Line Avenue is changed with a cul-de-sac <br />placed south of the 5t" Street intersection, revise the 5t" Street intersection with <br />Line Avenue to recognize the dominant flow of traffic between the west leg and <br />north leg. <br />• Monitor the Twin Lakes Road/181St Avenue intersection for increased traffic <br />volumes and decreasing operations in the near future, when a traffic signal may <br />be warranted. <br />Traffic Operations Study ii Line Avenue in Elk River <br />
