Executive Summary <br />Background. <br />The purpose of this study is to determine if any modifications should be made along <br />Line Avenue between Main Street/181St Avenue and Twin Lakes Road. This includes <br />looking at potential impacts to surrounding intersections if Line Avenue was converted <br />to a cul-de-sac between Main Street/181 st Avenue and Twin Lakes Road. The potential <br />cul-de-sac options are: <br />• At Twin Lakes Road (Alternative A) <br />• Between 5t" Street and 3rd Street (Alternative B) <br />• Between 3rd Street and Main Street (Alternative C) <br />In addition, the 5th Street intersections with Dodge Avenue and Line Avenue were <br />examined to determine potential impacts if re -aligned to better recognize the east -west <br />dominant movement. <br />Results.- <br />The <br />esults.The traffic impacts of a cul-de-sac on Line Avenue between Main Street/181St Street <br />and Twin Lakes Road as well as the potential to recognize the dominant east -west <br />movement on 5t" Street were analyzed. The principle findings are: <br />• The study intersections all have satisfactory overall operations today, except the <br />eastbound left turn movement on Line Avenue at Twin Lakes Road/Line Avenue <br />during the p.m. peak. <br />• The existing volumes for the intersection of Twin Lakes Road/181St Avenue do <br />not satisfy any signal warrants. <br />• With the shifts in existing volumes, the three alternatives for a cul-de-sac on Line <br />Avenue have overall acceptable operations, except for the Twin Lakes Road/Line <br />Avenue intersection during the p.m. peak hour under Alternatives B and C. <br />• The potential mitigation of a southbound left turn lane/eastbound right turn or a <br />single -lane roundabout at the Twin Lakes Road/Line Avenue intersection <br />improves the operations under any scenario. <br />• Alternative A represents the most impact to cut -through traffic on Line Avenue <br />and least impact to other routes with origins and destinations within the study <br />area. <br />• Alternative C represents the least impact to cut -through traffic on Line Avenue <br />and most impact other routes with origins and destinations within the study area. <br />• Although Warrants 2 and 3 are satisfied using shifted volumes at the intersection <br />of Twin Lakes Road/181St Avenue under any Line Avenue alternative, traffic <br />operations suggest a traffic signal is not justified. It is likely that additional <br />development and traffic growth in the area will increase delays and satisfy the <br />criteria for Warrant 1 in the near future. <br />• Warrants for a traffic signal or all -way stop control at the 5t" Street intersections <br />with Dodge Avenue and with Line Avenue are not satisfied with existing volumes <br />and unlikely to be satisfied with shifted volumes under any Line Avenue <br />alternative. <br />Traffic Operations Study i Line Avenue in Elk River <br />
