Avenue. In some cases, these results are better than those of the existing
conditions.
A single -lane roundabout could be considered a safety device that would slow traffic
and physically prevent right angle crashes. In this case, the 5th Street intersection
with Dodge Avenue has a high imbalance of traffic flow. Due to this difference in
flow, a roundabout would not likely operate as desired, potentially creating safety
issues rather than solving them. Under any alternatives for Line Avenue, this same
imbalance of traffic would occur. Due to this safety concern, a roundabout was only
considered for the Line Avenue/5t" Street intersection under existing conditions and
traffic. Table 8 shows the results of this roundabout analysis. As before, the LOS
calculations were done in accordance with the 2010 Highway Capacity Manual using
VISTROTM software. Full results are provided in the Appendix.
Table 8 — 5t" Street Roundabout Level of Service'
'The first letter is the Level of Service for the intersection. The second letter
(in parentheses) is the Level of Service for the worst operating movement.
As shown in the table, a roundabout would be a good option to improve east -west
flow if a Line Avenue alternative is not implemented.
Traffic Operations Study 11 Line Avenue in Elk River
