4. Fifth Street Intersection Improvements <br />From Dodge Avenue to Twin Lakes Road, 5t" Street has a dominant east -west <br />movement. Despite this prevailing movement, traffic is stopped at the intersection <br />with Dodge Avenue and with Line Avenue. By making changes to these two <br />intersections, the dominant movement could be better recognized and the east -west <br />flow would improve. <br />Traffic control warrants for the two 5th Street intersections were examined using <br />existing volumes. If warranted, a change to all -way stop control or traffic signal <br />control may provide the necessary recognition of the east -west movement. However, <br />the volumes were relatively far from satisfying the traffic signal or all -way stop <br />control warrants and this change is not warranted. It is unlikely that the changes <br />associated with the Line Avenue alternatives would increase volumes enough to <br />satisfy any warrants either. Therefore, traffic signal control or all -way stop control is <br />not justified at the 5t" Street intersections with Dodge Avenue and with Line Avenue <br />under any alternative, including existing. <br />Geometric and traffic control changes to 5th Street to Dodge Avenue (and vice versa) <br />and 5t" Street to the north segment of Line Avenue (and vice versa) movements <br />would create this major street without stop signs. The west leg of 5th Street at Dodge <br />Avenue and the south leg of Line Avenue at 5t" Street would create a `T' under stop <br />control at the new roads. <br />With these new geometric changes in place, capacity analyses were run on the <br />Dodge Avenue/5t" Street and Line Avenue/5t" Street intersections. It is important to <br />note that for Alternative A, where Line Avenue ends before Twin Lakes Road, the <br />northern leg of Line Avenue would tee into a new continuous connection between 5t" <br />Street and the southern leg of Line Avenue. As before, the LOS calculations were <br />done in accordance with the 2010 Highway Capacity Manual using VISTROTM <br />software. <br />A summary of the LOS results for the 5th Street improvement layouts for each peak <br />hour is shown in Table 7. The complete LOS calculations, which include queue <br />lengths and grades for all individual movements, are included in the Appendix. <br />Table 7 — 5t" Street Alternatives Level of Service' <br />'The first letter is the Level of Service for the intersection.
