MEMORANDUM

TO: Mayor & City Council

FROM: Rebecca Haug, Environmental Technician

DATE: November 15,2004

SUBJECT: Recycling Rebate Update

The City received 232 valid applications for the $15 Recycling Rebate offer. This is up
from last year's 129 applicants. The total for the rebates will be $3,480. The total for
last year's was $1,935.00. The rebate will be paid out of the landfill abatement fund.
The city will issue checks to be paid out in January 2005.

Staff would like to continue to offer the rebate in 2005. However, staff would like to
increase the amount to $25. The number of residents with 90-gallon containers is rising
and this would hopefully be an incentive to get people to recycle more.

In 2003, applications were available at City Hall, the library and through utility bills. In
2004, applications were available at the same locations as well as having the application
on the City's website for residents to download. The rebate was also advertised in The
Current newsletter. Advertising for the 2005 rebate would be done the same as in 2004.

RECOMMENDATION

Staff recommends the following:

1. Make the recycling rebate application available to all residents in January
2005.
2. Set the rebate amount at $25.00, money to be paid out using landfill
abatement funds
3. Issue checks in January 2006
