Planning Commission Minutes Page 10 <br /> April 26,2016 <br /> insurmountable curb. Discussion followed regarding insurmountable curbing and driveway <br /> creep. Mr. Leeseberg noted that the city does not enforcement homeowners association <br /> covenants. <br /> Commissioner Larson-Vito stated she does not like insurmountable curbing in this type of <br /> development, due to the difficulty it can cause maneuvering around another vehicle, trash <br /> cans, etc. Mr. Leeseberg stated that the street department has expressed their support for <br /> the insurmountable curbs in regards to snowplowing and street cleanup. <br /> Chair Johnson reviewed each of the recommended changes by the applicant to the <br /> conditions for the CUP and Preliminary Plat, and the Planning Commission's <br /> recommendations on each of those proposed changes. <br /> It was the consensus of the Planning Commission that a condition be added to the <br /> Preliminary Plat that a trail be installed between Sunset Ridge and the proposed <br /> development with a breakaway barrier for emergency services only,with maintenance of the <br /> trail to be determined by the City Council. <br /> Commissioner Crook stated the city needs to take the traffic concerns very seriously and he <br /> wanted to make sure the City Council is aware that something needs to be done. <br /> Motion by Commissioner Konietzko and seconded by Commissioner Larson-Vito to <br /> recommend approval of the request by Paxmar for a Conditional Use Permit to <br /> establish a Planned Unit Development named Miske Meadows,with the following <br /> conditions: <br /> 1. A PUD agreement shall be developed and signed by both parties prior to <br /> issuance of a building permit. <br /> 2. Parcels below 65 feet in width shall be included in a single homeowners <br /> association. <br /> 3. The homeowners association shall maintain all turf and landscape areas,remove <br /> snow from all driveway and sidewalk areas. <br /> 4. Staff approval of an updated site plan identifying 20 foot driveway widths at the <br /> curb for all parcels, and maintaining a minimum of 42 feet between every other <br /> driveway for the parcels on the west side of Edison Street. Dimensions shall be <br /> included on final development plan. <br /> 5. Submit a copy of the homeowners association bylaws <br /> 6. Driveway widths for all detached townhome lots below 65 feet wide shall not <br /> exceed 20 feet when measured at the curb line. <br /> 7. All curbs within the development for lots less than 65 feet in width shall be barrier <br /> type B618 curbing. Curb cuts will be staked out per the approved development <br /> plan, and future changes must be approved by staff. <br /> 8. All mailboxes shall be clustered. <br /> 9. All mailboxes and public utilities with parking restrictions shall be located in a <br /> manor to reduce parking impacts. The facilities must be identified on the <br /> development plan, and approved by staff. <br /> 10. Staff approval of a standard landscape plan for all lots within the development. <br />
