Our proposal aims at initiating a cultural shift to an <br /> environmentally conscious community.4 Elk River funds a number of events <br /> encouraging and incentivizing environmentally supportive behavior since its members' <br /> behavior so directly impacts the environment. Some of these events will generate <br /> revenue to help offset their costs. These details of our proposal are explained below as <br /> follows. <br /> Community Sustainability Month <br /> Educating is a key component in the success of implementing plastic bag <br /> regulation in the Elk River area. The tax incentive will encourage businesses to practice <br /> better environmental etiquette. However, the citizens in general have neither the <br /> knowledge nor incentive to change their behavior affecting the environment, specifically <br /> 4 This is an important aspect to the proposal since"human behavior is a crucial issue related to conserving natural <br /> resources and reducing environmental impact,not only because people can directly affect their environment in a <br /> positive or negative way,but also because it is still a hard task to commit to by most people"(University of Georgia. <br /> (2012).
