Proposal to Decrease Plastic Bag Use in Elk River <br /> Plastic Bag Fee: <br /> a. In order to promote the use of reusable bags there will be a fee of 20 cents per plastic <br /> bag and 25 cents per paper bag <br /> b. Fee Uses: <br /> i. 50% kept by the businesses <br /> ii. 50% to the city <br /> • Businesses keep records of how many bags they sell and how <br /> much money is made <br /> • Businesses give half to the city <br /> • This is done every quarter when quarterly taxes are due <br /> l.Purchase reusable bags to give-away <br /> • Send one to each household <br /> • Give away at community events <br /> • Have businesses hand bags out <br /> 2. Community Clean up events <br /> • Monthly clean up events <br /> • Put idea out there and generate volunteers <br /> • Identify the location or area that needs work <br /> • Get city council involved (offer public resources) <br /> • Create an outreach and fundraising plan <br /> • Time for clean up <br /> 3. Incentives Program for residents and businesses <br /> • Coupons/ save money for residents <br /> • Free bags or other items for residents <br /> • Green tax incentives and credits for businesses based on <br /> reduction of plastic or paper bag production or sold <br /> • "Grant Thornton" State and federal incentives <br /> 4. Water Quality Improvement projects <br /> • Work with ecology to conduct a study <br /> • Develop and implement a strategy on how to restore water <br /> quality <br /> • EPA approval <br />
