3. developing sustainability goals, projects, activities, etc. for the Energy City <br /> Commission and City Council. <br /> Section IV. Application Process <br /> a. Members of the Committee shall be chosen through an application and potential <br /> interview process. The Energy City Commission is responsible for both re- <br /> appointment and appointment of new members for the new term year. <br /> b. Applications will be available on a rolling basis but advertised in May. <br /> C. Residents of Elk River or students attending a school in the Elk River area will <br /> be selected over those applicants that are not. <br /> Section V. Officers <br /> a. The officers of the Committee shall be President,Vice President, Secretary, <br /> Education and Outreach Coordinator, and Energy City Commission Liaison. <br /> b. Officers cannot be reappointed for more than two consecutive terms. <br /> Section VI. Officer Duties <br /> a. President <br /> I The President shall be charged with the administration of the affairs of the <br /> Committee with assistance from the Energy City Commission and Staff <br /> Liaisons. <br /> 2. The President shall preside over all meetings of the Committee. <br /> 3. The President shall appoint committees when necessary to address issues <br /> before the Energy City Commission. <br /> 4. An annual report of the activities of the Committee shall be prepared by the <br /> President near the end of a term. <br /> b. Vice President <br /> 1. A Vice President shall assume the duties of the President during the <br /> President's absence. <br /> 2. A Vice President shall assist the President to perform duties when needed, <br /> including presiding over sub-committee meetings. <br /> 3. A Vice President shall be familiar with the By-Laws and inform Committee <br /> members of what needs to be adhered to. <br />
