The area had been <br />approved for single-family uses, and the area should remain largely single-family. <br />April 26, 2016, Planning Commission Meeting <br />Much of the public hearing comments echoed those of the March 22, 2016 Planning Commission <br />meeting. The previous and newer concerns/ comments are outlined below: <br />• No connecting Sunset Ridge with Miske Meadows <br />• Traffic and safety on the narrow streets in Sunset Ridge <br />• Safety on the County Road 13 <br />• Importance of a traffic study <br />• Believe MnDOT's numbers are incorrect <br />• Safety concerns with the intersection of Lincoln/Kennedy Streets and County Road 13 <br />• Safety concerns with the intersection of Cleveland Street and County Road 13 <br />• Not pleased with the narrow detached townhome lots proposed by the developer <br />• How will traffic exit the development as subsequent phases are constructed <br />• How will construction vehicles enter and exit the development <br />• A fire station should be considered to accommodate the increased population in the area <br />During the meeting, the applicant provided staff a digital copy of a document staff has titled "Applicants <br />Submitted Conditions of Approval Edits". The document outlines the changes the applicant wanted to <br />the conditions of approval. Staff was not able to review the document prior to the meeting but was able <br />to the following day. This document was not shared with the Planning Commission at the meeting nor <br />was intended to; instead the applicant verbally presented their proposed edits during the public hearing. <br />Not all of the changes in the document were discussed with the Planning Commission. <br />After the applicant presented their minimal to significant edits of staff's recommendations, the Planning <br />Commission agreed with 8 of the 10 edits the applicant proposed. The Planning Commission put forth a <br />recommendation of changing 8 out of the 17 conditions recommended by staff for the CUP, along with <br />2 out of 4 staff recommendations for the Preliminary Plat. Staff has outlined these in the attached <br />"Conditions" documents. <br />Since staff was unable to review the proposed edits provided by the applicant prior to the Planning <br />Commission meeting, staff has taken the time to review and provide feedback for each proposed edit on <br />the document titled "Applicants Submitted Conditions of Approval Edits." Staff comments are shown <br />on the right hand margin of the document. <br />The Planning Commission made a formal recommendation that Lincoln Street shall not be connected to <br />the Miske Meadow Development, however full right-of-way width shall be platted for a future <br />connection if needed. It was also recommend that the applicant install a trail with a breakaway barrier for <br />emergency services only, with maintenance of the trail is to be determined by the City Council. <br />Staff continues to recommend the two developments be connected for the following reasons: <br />■ Provides a safe alternative exit for residents of the Sunset Ridge Development, in order to relieve <br />pressure from the existing access points onto County Road 13. <br />■ Improves connectivity for vehicular and pedestrian traffic. <br />■ Improves access for emergency vehicles. <br />N:ADepartments\Community Development\Planning\Case Files\P\P 16-02 Nfiske Meodows\City Council 5-2-2016\7.1 sr Miske Meodows.docx <br />
