City°f Memorandum
Elk ,.
r
To: Planning Division
From: Suzanne Fischer, COD
Date: April 27, 2016
Subject: Site Plan Review Meeting—Monday,May 2,2016
The department listed above has reviewed the application(s) listed below and has the
following comments:
8. Paxmar, River Park Third Addition (from Outlot A, River Park Second Addition)
Case # CU 16-05 Paxmar
Street Maintenance fully supports Planning staff recommendation to require B618 curbing
throughout all areas of this development.
Although the Planning Commission recommended B618 curbs only for higher density lots
(<65'wide), they are recommending surmountable curbs for all lots wider than 65'.
B618, or insurmountable curbs, are more conducive to effective and efficient snow removal
activities. Plow operators are unable to feel the surmountable curbs and removing snow is
such developments results in more yard and sod damage. The plow blade has nothing to
guide it along the route. This is especially critical in heavy snow and windy conditions.
Insurmountable curbs also present residents from driving up on their lawns instead of
staying in their driveway. The narrow driveways and lots in this development may encourage
drivers to simply pop up over the surmountable curbs and onto their lawns.
This dense development will already be a challenge to plow operators during snow removal
efforts. As discussed at the April 26, 2016 Planning Commission,it was noted that the plows
require a minimum passing width of 23' (plow 10',blade 12 with 6" clearance on each side).
When cars are parked on both sides of the street —13' of space is lost (two 6t/z'wide
vehicles). A 34'wide street less 13' for parked vehicles leaves 21' for the plows to pass
which is impossible.
POWERED 6T
N: De aitinents Community Develo ment Planning Case Files P P 16-02 A iske Aleadows Cita Council 5-2-2016\7.1
at8 ODD Memo 4.27.2016.docxB--.,.-0 [NAMERE1
