Staff <br />also stated that comparing parking requirements to facilities in more urban settings is not an equal <br />comparison as there are public parking facilities and better public transportation connections. <br />The applicant stated his engineers reviewed the stormwater requirements of the Yale Street extension and <br />the proposed building and found that the existing pond has enough capacity to treat both projects. Staff <br />was not able to confirm the calculations during the meeting, but stated the Yale Street project was <br />designed as one project and not intended to be reviewed in segments. The pond north of the project site <br />is planned to treat stormwater and impacts from additional locations south of the current site. The <br />Commission asked staff to verify the calculations with the City Engineer. Staff spoke with engineering <br />and stated that may have been true using previous stormwater requirements, but that current <br />requirements will be much more restrictive and stressed the need to maintain the ability to expand the <br />existing pond. <br />The Planning Commission recommended denial with a 4-1 vote. Commissioner Crook dissented. <br />Financial Impact <br />The applicant is requesting forgiveness of city development fees and city funded construction of the Yale <br />Court extension and associated utilities. The following list is an estimate of the financial impact the city <br />may realize by forgiving requested fees and development expenses. <br />1. Sewer Access Charge - $4,750 per unit (100 units) $ 475,000 <br />2. Water Access Charge - $3,425 per unit (100 units) $ 342,500 <br />3. Park Dedication Fee - $3,712 per unit (92 residential) $ 341,504 <br />4. Building Permit Fees - based on cost of construction $ 65,000 <br />5. City construction of Yale Court extension $ 350,000 <br />6.
