LOAN REQUEST FROM R & D SALES <br /> Commissioners should refer to a copy of a memo that was sent to <br /> the EDA Finance Committee on this matter. <br /> 10 . VIDEO PRESENTATION SCRIPT <br /> At its August meeting, EDA Commissioners authorized an <br /> agreement with Diversified Marketing Resource, Inc. , for the <br /> creation of a video presentation on Elk River. In a related <br /> motion, the EDA also authorized President Gongoll to name three <br /> persons to assist the Economic Development Coordinator with <br /> this project. Jim Tralle and Dick Gongoll have been named to <br /> this Committee. In recent weeks, this group has met with <br /> Diversified Marketing, and together, the group has come up with <br /> a "treatment" and "narration" for the video presentation. The <br /> treatment includes potential shots or scenes, together with the <br /> video's narration. The narration is simply that - the script <br /> that a narrator would read. Both elements are included in the <br /> agenda packet. It is clear that the intent of this video is to <br /> leave a viewer with the understanding that Elk River is a very <br /> good place for both business and industry. In doing that, <br /> elements such as quality of life, housing opportunities, <br /> educational opportunities, etc. , will be presented. <br /> • ACTION REQUESTED <br /> The EDA is asked to approve the script as presented by <br /> Diversified Marketing Resource. This action will enable the <br /> company to begin a "story - boarding" process where more <br /> specific scenes and shots are detailed. <br /> 11. EDA TASK FORCE <br /> As the City continues to experience both growth and successes <br /> in its economic development efforts, it may be appropriate to <br /> go through an internal process to obtain feedback on such <br /> matters as the City's permitting and plan review processes . <br /> That is, this internal review may be used as a barometer to <br /> ascertain input from new and expanding businesses regarding <br /> their experiences with the economic development process. <br /> Issues such as those listed below may emerge: <br /> * Was the entire process a satisfactory experience? <br /> * Was the process streamlined? <br /> * Was City staff customer-friendly? <br /> * Most of all, are there flaws, gaps, or breakdowns in our <br /> system? <br /> • With that, I am calling on the leadership of the EDA to <br /> initiate this process . Initially, this process may likely be <br /> done internally. However, an external review may be <br />
