• Action Requested <br /> Following the public hearing , the EDA is asked to convey title of Lot 8,Block 1, <br /> Elk River Industrial Park to Independent School District No. 728. The price of <br /> Lot 8 is unresolved and is expected to be finalized during the public hearing. <br /> 7. Tax Increment Financing from Neos.Inc. <br /> This item has been outlined in greater detail in a separate memo in the agenda <br /> packet. <br /> 8. Update on the City's Review and Permitting Process <br /> At its February meeting, EDA Commissioners accepted the needs assessment <br /> report completed by Training Networks, Inc., and recommended that the City <br /> consider implementing the various findings relating to the city's review and <br /> permitting process. In addition,the EDA desired to review this issue in 90 days in <br /> order to monitor the implementation of the report. Since the February meeting, <br /> the City Council agreed to solicit a proposal from Training Networks for <br /> facilitated planning staff training, internal team work, and information flow <br /> objectives outlined in the needs assessment report. This proposal was considered <br /> by the City Council at its April 17, 1995, meeting. Ms. Sandra Bower, Ms. Lee <br /> Colby, and city staff were asked to revise various elements of this proposal in <br /> light of budget constraints of the city. A revised proposal is included in the EDA <br /> agenda packet and will be considered by the City Council at its meeting on May <br /> 8, 1995. Given the revisions, it is hoped that the City Council will approve the <br /> proposal and begin implementing various parts of it. <br /> 9. Update on Business Park Activities. <br /> Progress in the Elk River Business Park continues. EDA Commissioners may <br /> recall that earlier this year, three planning items were submitted to the city for <br /> review and approval: <br /> • 37.5 acre preliminary plat(3 lots of record and various outlots); <br /> • conditional use permit for a 20,000 sq ft convenience center; <br /> • site plan review for a 2 story 30,000 sq ft office. <br /> Following the approval of the conditional use permit,the developers of the 20,000 <br /> square foot center expressed concern about access for its primary tenant, a <br /> convenience store. Because medians are proposed along Joplin Street and <br /> Business Center Drive, various access points are limited to ensure the integrity of <br /> • <br />
