• FINANCING <br /> 171st Avenue is not on the City's Municipal State Aid (MSA) System. <br /> Therefore, it does not qualify for the use of MSA construction funds. At <br /> this time, financing methods for the proposed improvements on 171st Avenue <br /> are based on the City's Assessment Manual . <br /> The street improvement will be used for commercial/industrial traffic <br /> purposes and therefore is in the category of commercial/industrial street <br /> improvements. In accordance with the City's Assessment Manual , it is <br /> proposed to assess the street and storm drainage costs to the abutting <br /> properties. <br /> Due to the large diversity of lot sizes and frontage on 171st Avenue, <br /> it may be most equitable to use an assessment method which combines units <br /> and front footage. Assuming every 2 acres constitutes one unit, an analysis <br /> of the area indicates 52.25 assessable units and a total assessable front <br /> footage of 3610 feet.
