INTRODUCTION
This study analyzes the feasibility of constructing a permanent urban
section commercial grade street on 171st Avenue from Trunk Highway 10
easterly to the Burlington Northern railroad tracks. The location of the
proposed improvements is shown on Exhibit 1.
This project was not initiated by a petition of the affected property
owners but rather by the City. Therefore, to order the improvement requires
a four-fifths vote of the City Council .
SCOPE
The purpose of this report is to analyze the feasibility of providing a
permanent commercial/industrial type street improvement of 171st Avenue from
Trunk Highway 10 easterly to the Burlington Northern railroad tracks. This
feasibility study will present estimated construction costs and associated
overhead costs including city administration, engineering, fiscal and legal .
Financing methods will also be discussed in this report, using the City's
Assessment Manual as a guide.
UTILITIES
Currently there are no existing City sanitary sewer or water utilities
on 171st Avenue. However, recent City Council action has authorized a
feasibility study to analyze the potential for extending sanitary sewer and
water along the east T.H. 10 corridor. 171st Avenue is contained within
this study area. A final determination regarding the extensions of
utilities to this area should be made prior to proceeding with any street
improvements.
•
1
