INTRODUCTION <br /> This study analyzes the feasibility of constructing a permanent urban <br /> section commercial grade street on 171st Avenue from Trunk Highway 10 <br /> easterly to the Burlington Northern railroad tracks. The location of the <br /> proposed improvements is shown on Exhibit 1. <br /> This project was not initiated by a petition of the affected property <br /> owners but rather by the City. Therefore, to order the improvement requires <br /> a four-fifths vote of the City Council . <br /> SCOPE <br /> The purpose of this report is to analyze the feasibility of providing a <br /> permanent commercial/industrial type street improvement of 171st Avenue from <br /> Trunk Highway 10 easterly to the Burlington Northern railroad tracks. This <br /> feasibility study will present estimated construction costs and associated <br /> overhead costs including city administration, engineering, fiscal and legal . <br /> Financing methods will also be discussed in this report, using the City's <br /> Assessment Manual as a guide. <br /> UTILITIES <br /> Currently there are no existing City sanitary sewer or water utilities <br /> on 171st Avenue. However, recent City Council action has authorized a <br /> feasibility study to analyze the potential for extending sanitary sewer and <br /> water along the east T.H. 10 corridor. 171st Avenue is contained within <br /> this study area. A final determination regarding the extensions of <br /> utilities to this area should be made prior to proceeding with any street <br /> improvements. <br /> • <br /> 1 <br />
