City Council Minutes Page 3 <br />February 1, 2016 <br />----------------------------- <br /> 4.10 Contract 16-02, Master Labor Agreement between the City of Elk River <br /> and Law Enforcement Labor Services Local #231 for January 1, 2016 to <br /> December 31, 2018. <br /> 4.11 Staff directed to proceed with rezoning certain parcels as outlined in <br /> the staff report. <br /> <br />Motion carried 5-0. <br /> <br />5. Open Forum <br /> <br />Gary Santwire, 200 5th Street – Stated he is part of an organization in town that has <br />commercial real estate and noted the group pays over $300,000 in real estate taxes. <br />He stated the group was frustrated with the Council’s decision made on January 19, <br />2016, for the easement vacation they granted to Ronald Dargis. He stated it was not <br />in the public interest to add this back to the tax rolls. Mr. Santwire stated a <br />homeowner who has a tax bill of $3,000 a year will have their taxes reduced by 2 <br />cents. He stated for the $300,000 that his group pays in taxes; they will get 57 cents <br />back. He stated no reasonable person or court would believe this 2 cent tax <br />reduction should give up one of the only lake right-of-ways remaining is in the <br />public’s best interest. <br /> <br />6.1 County and City Prosecutor Update <br /> <br />Sherburne County Attorney Kathleen Heaney and City Prosecutor Scott <br />Baumgartner provided an update of 2015 prosecuting activities, as noted in the staff <br />report. <br /> <br /> Ms. Heaney handed out resources for veteran’s and drug disposal services. <br /> <br />They discussed the professionalism of the Police Department and how easy they are <br />to work with on cases. <br /> <br />7.1. Massage Therapist License – ChunXing Lin <br /> <br /> Ms. Allard presented the staff report <br /> <br /> Mayor Dietz opened the public hearing. <br /> <br />Ivan, representing the applicant – Stated he was speaking on behalf of the applicant, <br />because Mr. Lin spoke limited English. Ivan read a statement prepared by the <br />applicant. The statement included the following information: <br /> <br />After he (Mr. Lin) paid tuition to the school he attended, they offered for <br />him to sign up for online classes. He chose online classes due to his busy <br />schedule. He stated he completed classes online with a test after each subject. <br />He stated when he completed all the classes, he was given a diploma. He <br />stated he applied for and was approved to be a therapist in other cities and <br /> <br />
