Rivet Park/P 04-09
September 20, 2004

Page 7

. Increase in traffic through their neighborhood, children's safety (they play in the
streets)
. Keep construction traffic off of Kennedy and Lincoln Streets, have it enter the
project from Cleveland Street.
. Construct the connection to Sunset Ridge last.
. School district to crowded
. Project to dense for this area, larger lots in this development - suggestions ranged
from 10 acres to 1 acre
. Traffic speed on County Road 13
. Visibility along County Road 13 from the Lincoln and Kennedy Street intersections

One resident on the east side of Cleveland Street commented that City sewer and water
should be extended to the east side of Cleveland Street.

The Planning Commission had the following comments:

Commissioner Pederson - The property should remain its current zoning (RId) with 14,000
sf. minimum lot size. He did not feel the proposal met the intent of the area. If the
developer were to donate land for a school, an increase in density could be considered.

Commissioner Stevens - The site lent itself to higher density. He liked the preserved woods
and restored wetlands. He had an overriding concern regarding transportation and the lack
of sufficient east/west corridors.

Commissioner Offerman - Concurred with Commissioner Stevens.

Chair Ropp - Concerned with transportation issues especially at Main and Highway 169

Commissioner Anderson - Could not support project. He is concerned with the
transportation system. Project would adversely affect already bad situation.

Recommendation

Planning Commission Recommendation

The Planning Commission recommended by a vote of 7-0 denial of the proposal based on
the following findings:

1. THE PROPOSAL IS PREMATURE DUE TO LACK OF ADEQUATE
IN-PLACE INFRASTRUCTURE (WATER, SEWER,
TRANSPORTATION).
2. THE PROJECT WOULD BE DETRIMENTAL TO PUBLIC SAFETY.
3. THE PROJECT IS INCOMPATIBLE WITH ADJACENT USES.

S:\PLANNING\Case Files\2004\P 04-09 River Park\P04-09CC9-20.doc
