<br />River Park/P 04-09 <br />September 20, 2004 <br /> <br />Page 6 <br /> <br />parks is 12.2 acres. The southern park will eventually be combined with parkland that will be <br />included when the property to the south is developed. It is also located adjacent to the <br />proposed school site. <br /> <br />There is minimal usable open space associated with the areas around the townhouses. The <br />area within the powerline easement and the area of the large wetland complex in the <br />southwest corner will be open and owned by the homeowners association. <br /> <br />The applicant is also proposing to preserve about 5.6 acres of woods. The wooded area is <br />located along the west boundary of the plat, abutting the Sunset Ridge subdivision, and just <br />north of the powerline. <br /> <br />Trails and Sidewalks <br /> <br />The applicant is proposing an extensive sidewalk and trail system through the project. There <br />is also a trail system that will be owned and maintained by the homeowners association with <br />public access. Those trails, depending on where it is located, will be a either bituminous or <br />wood chip. Each public street will have a sidewalk on at least one side, the main north/ south <br />street will bave sidewalks on both sides and the street in the northeast corner, adjacent to the <br />fIre station will have sidewalks on both sides. Maintenance of the sidewalks will be subject of <br />further discussion. If the sidewalks are to be city maintained, they will have to be 6 feet wide <br />so that they can be plowed with city equipment. <br /> <br />Landscaping <br /> <br />The applicant is revising the landscape plan to address staff comments regarding increased <br />screening along County Roads 13 and 40. The plan will also include additional street trees <br />and screening along the back yards of single family lots that abut the townhouses. The <br />current plan does not meet the minimum landscaping requirements. It has limited screening <br />and street trees planted about 70 feet on center. <br /> <br />Plannina Commission Meetina <br /> <br />At the Planning Commission meeting held on August 10'" 1 0 residents of Sunset Ridge <br />spoke against the project.
