Lincoln Street/CSAH 13 Intersection <br /> <br />Dave and T eny briefly discussed the status of the Orrin Thompson proposed project along <br />CSAH 13 and east of the Sunset Ridge development. Dave and his department have heard a <br />number of times over the last few months from residents of Sunset Ridge about the safety <br />concerns of the intersection at Lincoln Street and CSAH 13. T eny indicated that as far as he <br />was concerned, City staff would continue to recommend that there be a connection from the <br />Orrin Thompson development to Sunset Ridge in the southeast corner to provide an <br />alternative means of access for residents from Sunset Ridge that may either want to head <br />south and! or avoid the CSAH 13 intersections. Dave and T eny briefly discussed potential <br />options the County may have if Lincoln Street access remains open but is a safety concern. <br />Options would include either some type of median on CSAH 13 to preclude left turns and <br />make Lincoln Street into a right-in right-out, or some type of raised median at the <br />intersection that would allow right turn vehicles in and right turn vehicles out, but would not <br />allow left turns out or left turns in. <br /> <br />4. County Road 40 Issues <br /> <br />Dave and T eny briefly reviewed the previous cost estimate that T eny had put together and <br />submitted to the County. Dave provided T eny with a set of soil borings from County Road <br />40 and comments relative to the cost estimate from one of his staff members. The basic <br />comments were that the unsuitable soil items in the cost estimate relative to the south end <br />where Trott Brook crosses and the wetlands encroach into the road right-of-way appear to <br />be somewhat low. T eny indicated that he will take the information and revise the cost <br />estimate accordingly. T eny also asked about left turn provisions from CSAH 12 and CSAH <br />13 onto County Road 40. Dave thought that was a good idea. Teny indicated he would <br />include those items in the cost estimate, also. T eny and Dave discussed and Dave indicated <br />that a left turn from a County road to a County road would be the County's cost. <br /> <br />Dave indicated that he felt that this proposal of turn-back given the cost participation <br />requirement, would be looked on favorably by the County Administration and the County <br />Board. T eny suggested that we get the cost estimate revised to where Dave and Terry are <br />both comfortable with it, and then coordinate a meeting with Dave and T eny and the City <br />and County Administrators to review the proposal and the cost issues for each party. From <br />there, hopefully, the proposal can be brought back to the aty Council and the County <br />Board for their blessings. At that point in time, we would look for the County Attorney's <br />office to prepare the agreement laying out the conditions under which the road would be <br />turned back to the City. T eny indicated that he would have the revised cost estimate back <br />by sometime early next week and hopefully, the meeting with the two administrators could <br />be coordinated shortly thereafter. <br /> <br />Submitted by: <br /> <br />~~ <br /> <br />T erty J.
