<br />CITY OF ELK RIVER/SHERBURNE COUNTY <br />ENGINEERING MEETING <br />SHERBURNE COUNTY GOVERNMENT CENTER <br />TUESDAY, SEPTEMBER 28,2004 <br /> <br />Attendees: <br /> <br />Dave Schwarting, Sherburne County Engineer; T eny Maurer, City of Elk <br />River Engineer; John Anderson, Howard R Green Company <br /> <br />1. Mississippi Road/Joplin Street 4-Way Stop <br /> <br />T eny indicated that he has heard from a Councilinember about constituents concerns <br />regarding traffic of Mississippi Road running the stop sign at the intersection of Joplin <br />Street. T eny indicated he has left a voice mail for Rhonda Lewis regarding this issue but <br />wanted to bring it up with Dave. T eny asked if the County would consider putting up the <br />larger stop signs and/or some type of other warning device. Dave indicated he would look <br />into the situation. He stated that the County has policy regarding speed of traffic and dai1y <br />average traffic where the larger stop signs are utilized. The County wants to maintain <br />consistency with this policy throughout the County. Dave was not exactly sure of the <br />cutoffs on the policy withoutlooking it up, nor was he sure of the speed and traffic on <br />Mississippi Road. Dave indicated he would look into the situation and get back to T eny. <br /> <br />2. Line Avenue Cul-de-Sac Issue <br /> <br />T eny indicated to Dave that at the last City Council meeting, the Elk River City Council <br />voted 3-2 to cul-de-sac Line Avenue. They provided further direction that Teny should <br />come up with a plan, a list of issues and recommendations on how to address the issues, and <br />report back to the City Council. T eny indicated that he has recently discussed this situation <br />with Dick Corbin of Dave's staff. Dick has forwarded a letter to Teny from July 2002 that <br />was written by Sherburne County in response to reviewing the Marshes of Trott Brook <br />Farms. The letter indicates that the full access from Marshes of Trott Brook Farms onto <br />CSAH 13 is a temporary situation that can be removed in the future under certain <br />circumstances. Teny indicated and Dave concurred that with Line Avenue being cul-de- <br />sac'd and the need to remove the left turn lane from CSAH 13 onto Line Avenue, now <br />would be the appropriate time to just extend the median and limit access to Marshes of Trott <br />Brook to right-in right-out. TIlls will eliminate any potential for cut-through traffic using <br />Marshes of Trott Brook area to access southbound CSAH 13, rather than using Trott Brook <br />Parkway to access CSAH 13. <br /> <br />T eny went on to ask Dave about programming and installing a signal system at the <br />intersection of CSAH 13 and CSAH 12. Tenyindicated that as soon as Line Avenue is cul- <br />de-sac'd there will be significantly more traffic at the northerly leg of that intersection. Dave <br />asked if the City could project what year the warrant for traffic signal installation would be <br />met. T eny indicated that the City had previously done the warrant study and could likely <br />project, based on traffic that would be there innnediately after the cul-de-sacing of Line <br />Avenue. T eny indicated that the City would re-evaluate the signal warrants and re-count the <br />traffic and project the year that they felt that the signal warrants would be met. Dave <br />indicated if the City would do that, the County would budget for a signal in their CIP that <br />year. However, Dave cautioned that if the signal warrants were not met the year it was <br />programmed, the signal would not be installed and the signal would likely have to be re- <br />programmed in a further out year. T eny indicated that with that knowledge that he would <br />
