Continuation of the sidewalk along the west side of Twin Lakes Road northerly to an <br />appropriate point where it would be connected to the shoulder of the rural section of <br />Twin Lakes Road. <br />. Removal of all existing street construction including bituminous and curb and gutter <br />between the new cul-de-sac on Line Avenue and the new curb and sidewalk adjacent to <br />Twin Lakes Road. Minor grading and berming would be accomplished betWeen the cul- <br />de-sac of Line Avenue and Twin Lakes Road with minimal landscaping including turf <br />establishment and some tree planting to clearly defme that there is no connection <br />between the two roadways. <br /> <br />We estimated the total construction cost for all of this work including the cul-de-sac and the <br />additional work on the Twin Lakes Road median, curb and gutter and sidewalk at $80,000 <br />including a minor amount of overhead for plan preparation, construction staking, inspection <br />and administration. <br /> <br />The other issue discussed with Dave Schwarting was the timing of the signalization of the <br />intersection of CSAH 12/CSAH 13 (Twin Lakes Road). Mr. Schwarting indicated the <br />County would program a signal project if the City could estimate when the warrants of a <br />signal installation would be met. I suggested to Mr. Schwarting that the City would count <br />traffic on CSAH 12 and Twin Lakes Road after the cul-de-sacing of Line Avenue and then <br />project when warrants would be met so a signalization project could be added to the County <br />Capital Improvement Program. <br /> <br />Upon receiving City Council questions and comments and affirmation of the previous <br />direction to cul-de-sac Line Avenue, staff would proceed to prepare plans and specifications, <br />receive bids in the spring of 2005, and bring the bids back to the City Council for <br />consideration of award and proceeding with the cul-de-sacing of Line Avenue. <br /> <br />If you have any questions regarding this issue, I will be in attendance at your October 18, <br />2004 City Council meeting. <br /> <br />Sincerely, <br /> <br /> <br />T~~ <br /> <br />City Engineer <br /> <br />s: \CLERK\ENGINEER \2004 Improvement Projects\Line Ave cul de sac\10 05 04 CC memo.doc <br />
