<br /> <br />Item 5.11. <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />October 5, 2004 <br /> <br />File:230000~-0325 <br /> <br />The Honorable ~ayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: LINE AVENUE CUL-DE-SAC ISSUE <br /> <br />Dear Councilmembers: <br /> <br />As directed at a City Council meeting last month, I have met with Street Superintendent Phil <br />Hals, Police Chief Jeff Beahen, Fire Chief Bruce West, Sherburne County Public Works <br />Director Dave Schwarting, and Sherburne County employee Dick Corbin, to discuss the <br />various issues involved in the cul-de-sacing of Line Avenue. It was the consensus of all <br />parties that no work be undertaken on the cul-de-sacing of Line Avenue until the spring of <br />2005, given how late in the 2004 construction season it is and the likelihood that the <br />improvements could not be completed this year. It was also the concern and consensus of <br />all parties that Vance Street on the east side of Twin Lakes Road, which is the access to the <br />~arshes of Trott Brook townhouse development have their access restricted to right-in <br />right-out only. This is supported by the attached letter from Sherburne County dated <br />September 24, 2004 and somewhat supported by the July 2, 2002 letter attached regarding <br />the review of the ~arshes of Trott Brook development indicating under what conditions <br />Sherburne County would allow a full access from Vance Street, and under what conditions <br />that the access would have to be restricted to right-in right-out only. <br /> <br />Attached for the Council's consideration is the original 1998 plan sheet from the East Elk <br />River project which proposed the cul-de-sacing of Line Avenue. This drawing does not <br />reflect the Vance Street access opposite Line Avenue which services ~arshes of Trott Brook <br />Townhomes. Vance Street was constructed in 2002. For the cul-de-sacing of Line Avenue <br />as directed by the City Council, staff would propose the following improvements: <br /> <br />. Construction of the cul-de-sac and appropriate signing as shown on the attached exhibit. <br />. Removal of the left turn lane from northbound Twin Lakes Road onto Line Avenue and <br />closure of the median opening eliminating left turn movements into and out of Vance <br />Street (Marshes of Trott Brook Farms). <br />.
