• PROJECT TASKS AND DESCRIPTION <br /> Introduction <br /> The City of Elk River(the City), through its Heritage Preservation Commission(HPC), is <br /> seeking a qualified consultant to assist in preparing a historic context study of the City <br /> and a focused historic resources survey (Phase 1) of its downtown area. The boundaries <br /> of the focused resource survey area, as exhibited in the City's Request for Proposal <br /> (RFP), contains approximately 210 properties within an approximate 122-acre land area. <br /> The City has requested that a portion of the project will result in a comprehensive <br /> inventory and report of historic sites within the focused study area relating to the historic <br /> contexts identified for the City, as well as recommendations for the eligibility of <br /> properties based on both the eight standards found in Section 900.10 (21) (C) of the Elk <br /> River Code of Ordinances for rezoning to Heritage Preservation Overlay Zoning District <br /> and the four criteria for determining eligibility for the National Register of Historic <br /> Places (NRHP). Additionally, the City is requesting a scope of work and budget to <br /> conduct a Phase II evaluation for up to ten properties within the study area. <br /> The 106 Group has reviewed the RFP as issued by the City and has determined that it <br /> will not be able to fully meet the requirements as outlined in the RFP for the specified <br /> budget of$12,000.00. Following is an outline of the scope of work that can be provided <br /> by The 106 Group within the $12,000 budget limit. Not all items requested in the RFP <br /> will be met within this scope of work. <br /> • <br /> Task 1. Research Design and Historic Context Study <br /> • A research design following the Secretary of the Interior's Guidelines for <br /> Identification will be prepared for the City to guide the present historic context study <br /> and future survey and evaluation studies. <br /> • The 106 Group will work with the HPC and City staff to prepare a historic context <br /> study of the City. Research will be undertaken at the Minnesota State Historic <br /> Preservation Office (SHPO), the Minnesota Historical Society (MHS), the Sherburne <br /> County Historical Society, the City offices, and other relevant repositories to develop <br /> the historic context. <br /> Task 2: Survey Overview <br /> • The 106 Group will not be able to conduct a full Phase I survey of the properties <br /> within the study area, nor will Phase II (determination of eligibility) be performed <br /> under this scope of work. The 106 Group can provide an overview assessment and <br /> digital photographic documentation of all of the buildings and structures over 50 <br /> years of age within the study area. This information will be provided in a summary <br /> format, listing the address, property type and style, keyed to digital photographs of <br /> II/ each property. Individual inventory forms for each property will not be produced <br />
