CONCLUSIONS AND RECOMMENDATIONS <br /> • <br /> Although office or housing could be developed in conjunction with retail on a Core CDB <br /> redevelopment site,we believe that the Core CDB should be oriented primarily to retail. <br /> Because of poorer access and visibility, the Northern Area(north of the railroad) is not as well <br /> suited for retail as the Core CDB, and should be focused more toward service businesses. We <br /> believe that Redwing Shoes, the Bread of Life Christ Bookstore, and Elk River Floral would be <br /> good retail tenants in the Core CDB. <br /> Besides specific redevelopment projects in the Core CDB, the Downtown should capitalize on its <br /> history and promote this as a connection to the community. Downtown should be promoted as a <br /> community gathering location(i.e. special community events and functions).
