<br /> <br />Item 5.3. <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Mayor and City Council <br /> <br /> <br />Pat Klaers, City Adminii~ffl <br /> <br /> <br />October 4, 2004 1fJ1f~ <br /> <br /> <br />Westbound Update <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Per Council direction regarding Westbound, I made contact witb property owner Tom <br />Hartman to discuss an exchange of lots. Liquor Store Manager Dave Potvin and I then met <br />witb a representative of Mr. Hartman's to discuss tbe Westbound project and development <br />options. On Tuesday, September 28, I received a call from Mr. Hartman and he indicated <br />that he was interested in an exchange of lots. I advised Mr. Hartman tbat this would have to <br />be an even exchange and that if approved by tbe City Council, I would have our attorney <br />begin work in order to achieve this land exchange. <br /> <br />If this land exchange takes place, tben tbe city goes from an easy to develop square shape lot <br />to a triangular shaped parceL However, tbe city obtains a corner lot tbat has improved <br />highway visibility. Also witb this land exchange, tbe Hartman's can have a larger 3 acre <br />parcel tbat may be easier to attract a commercial business tbat is more complimentary and <br />compatible to the liquor store, such as a restaurant, which could not develop on a smaller <br />parcel. In tbe development of this area we will need to cooperate with tbe layout for parking <br />and the entrance/exit locations. Overall this looks like a win-win situation. Attached for your <br />reference is tbe plat for this property. <br /> <br />Dave Potvin and I had a conference call witb Gary Tushie of Tushie Montgomery <br />Architects, and will be meeting Mr. Tushie onsite on October 7, 2004. At tbat time I expect <br />to receive a proposal for architectural services along witb a proposal from Greystone for <br />construction management services. This is tbe same combination tbat tbe city used for <br />Nortbbound. Since tbe Nortbbound project, Greystone and Tushie Montgomery have <br />worked together on a number of otber liquor store projects. Following tbe onsite visit, we <br />will meet witb tbe Director of Planning to review tbe timing and issues related to tbe <br />required conditional use permit approvaL <br /> <br />It appears tbat we have a reasonable time frame to work witb but Westbound needs to be <br />opened for business by October of next year.
