Open Mike <br /> <br />Dan Kreuser, 18593 Simonet Drive - questloned what the process was to operate a bed <br />atld breakfast in Elk River. Building and Environmental Administrator Steve Rohlf stated <br />that an ordinance amendment would be required. It was the consensus of the City Council <br />for staff to work on an ordinance amendment for bed and breakfasts. <br /> <br />5.10. Discuss Gates Avenue Re-striping <br /> <br />City Engineer Terry Maurer indicated that Gates Avenue has recendy been re-striped to a 3- <br />lane configuration. As directed, staff reviewed the options available on the south end of <br />Gates Avenue to allow on-street parking to continue adjacent to the residential properties. <br />1v1r. Maurer provided some history of Gates Avenue. He also presented traffic counts as <br />required every four years due to Gates Avenue/Freeport Avenue being part of the <br />Municipal State Aid System. <br /> <br />Acting Mayor Motin stated that although this is not a public hearing, he will allow the <br />residents in the area to state their issues. <br /> <br />Roger Holmgren, 825 Gates Avenue NW (and also representing his son who lives at 363 <br />Gates Avenue NW) - indicated that traffic travels much faster on Gates Avenue and it is <br />very difficult for people to back out of their driveways without the shoulder area. He also <br />stated that it would be difficult to sell the homes for market value on that road with the road <br />paved as it is. He noted that he has driven around the city and hasn't seen any other 3-lane <br />configurations in a neighborhood setting like this. <br /> <br />Jim Hudson, 366 Gates Avenue NW - stated that residents were not notified on this re- <br />striping until after it had been completed. He indicated that the lack of a shoulder is a safety <br />issue for residents pulling in and out of their driveways and for people wallting and jogging <br />along the road. <br /> <br />Neil Klund-Shubert, 358 Gates Avenue NW - stated that the traffic travels much faster <br />and the noise level from the traffic is louder. <br /> <br />Acting Mayor Motin stated that since this is not a public hearing, he would only like to hear <br />from residents that have a different concern than the issues already stated. <br /> <br />Councilmember Kuester stated that she is concerned about safety for all modes of <br />transportation and feels it would be best to go back to the original 2-1ane configuration with <br />parking. <br /> <br />Councilmember Tveite stated that he concurred with Councilmember Kuester that the road <br />should be returned to a 2-1ane configuration but wasn't sure about if parking should be <br />included. He questioned if there had been many accidents in the last few years in that area. <br /> <br />Police Chief]effBeahen stated that since April 4, 2000 there has been 27 accidents near that <br />section of road - 19 of which were property damage and 8 of which were personal inJury.
