<br />City COlU1cil ;\1inutes <br />September 7, 2004 <br /> <br />Page 3 <br /> <br />----------------------------- <br /> <br />stated that this number is much higher than normal for a road that isn't a major intersection <br />or trunk highway. Chief Beahen indicated that if Gates Avenue NW goes back to a 2-1ane <br />configuration he would be in favor of no parking along the road as it is not safe to back out <br />of a dxiveway between parked cars. He noted that no parking is allowed on J ackson Avenue <br />or Joplin Street. <br /> <br />Councilmember Dietz stated that he does not object to going back to the 2-lane <br />configuration but he agrees with Chief Beahen there should be no parking should be <br />allowed. <br /> <br />Acting Mayor Morin stated that he is in favor of returning Gates Avenue to the 2-lane <br />configuration with parking for safety reasons. He stated that there is currently no pedestrian <br />or biking area. He would like Mr. Maurer to review options for the Gates Avenue and 3,d <br />Street intersection as he would like to it improved. <br /> <br />Councilmember Tveite indicated that he would like the road to be safe for all modes of <br />transportation but that parking along the road may create an unsafe environment because <br />foot and bicycle traffic would have to veer into the road to avoid parked vehicles. <br /> <br />MOVED BY ACTING MAYOR MOTIN AND SECONDED BY <br />COUNCILMEMBER KUESTER TO RETURN GATES AVENUE NW TO A <br />TWO-LANE CONFIGURATION WITH PARKING ALLOWED WHERE IT WAS <br />PRIOR TO THE NEW CONFIGURATION; FOR STAFF TO REVIEW THE <br />INTERSECTION AND SAFETY RELATED ALTERNATIVES FOR THE <br />STREET; AND FOR NO RE-STRIPING TO TAKE PLACE UNTIL THE CITY <br />ENGINEER'S PLAN REGARDING WHERE THE RE-STRIPING BEGINS <br />TOWARD THE SOUTH END OF THE "s" CURVE IS REVIEWED AT THE <br />SEPTEMBER 20, 2004 CITY COUNCIL MEETING. MOTION CARRIED 3-1. <br />Councilmember Dietz opposed. <br /> <br />Councilmember Tveite asked that staff send the City Engineer's plan for the re-striping of <br />the "s" curve to all affected residents prior to the City Council meeting on September 20, <br />2004. <br /> <br />5.11. Discuss Field House! Activities Center Component of School Bond Referendum <br /> <br />Parks and recreation director Bill Maertz indicated that the Elk River Area School District's <br />referendum includes $13 million for additional classroom space and a field house! activity <br />center at Elk River Senior High. Mr. Maertz indicated that the District has initiated <br />discussion on the potential for a cooperative effort between the District and the city in the <br />construction of a field house and new entrance to the ice arena. The proposed location for <br />the new facility is the ice arena parking lot. He noted that these discussions have been of an <br />exploratory nature and intended to generate ideas for potential collaboration. <br /> <br />Elk River Senior High Athletic Director John Barth stated that the activity center would <br />consist of four basketball/volleyball courts with a track around the perimeter and that a new <br />entrance would service the ice arena and the field house. He stated that the.re is 10,000 <br />square feet of additional space which could include offices, an exercise room or other <br />recreational facilities and would be willing to add additional recreational space if the city is <br />interested in contributing to this project. <br />
