<br />City CowlCil Minutes <br />September 7, 2004 <br /> <br />Page 10 <br /> <br />----------------------------- <br /> <br />1Ylr. Klaers stated that an important issue to consider is how to fund the purchase of <br />equipment; and to develop a long range plan for how to fund equipment annually as the <br />requests increase as the city continues to grow. <br /> <br />Mr. Klaers indicated that it is recommended that the City Council include in the 2005 budget <br />the 7 full-rime and 2 part-time positions that were previously discussed and which are listed <br />in his staff report. <br /> <br />Councilmember Dietz stated that based on the 16.1 % increase, he would like to leave the tax <br />rate the same as he would hate to lower it and then have to raise it next year. He stated that <br />he would like to spend some of the available funds to add equipment into the general fund. <br /> <br />Acting Mayor Morin stated that he is uncertain about the recommendation to hire a <br />community development director in 2005. He stated that the city just hiIed a parks and <br />recreation director and believes it may be too soon and that the city should wait until 2006 <br />to hire the community development director. <br /> <br />Councilmember Tveite stated that assuming the 16.1% increase in NTC, he would also like <br />to keep the tax rate the same; hire the 7 full-time and 2 part-time employees, which keeps <br />the community development position; and shift some equipment into the general fund. <br />Councilmember Dietz concurred. <br /> <br />It was the consensus of the Council for staff to advertise for the five positions as outlined in <br />Mr. Klaers memo. Councilmember Dietz stated that he would like to have the Street <br />Department employee hired this year in time for the snow plowing season. Discussion also <br />took place on the need for the fire prevention specialist and the police records clerk. <br /> <br />Mr. Klaers stated that on September 13, 2004, the Council will be asked to approve the <br />resolutions regarding the proposed maximum tax levy, the EDA tax levy, the HRA tax levy, <br />and a motion calling for the December Truth-in-Taxation public hearing. <br /> <br />8. Staff Updates <br /> <br />There were no Staff Updates. <br /> <br />9.
