December 14, 2015
Zack Carlton
Elk River Planning Manager
13065 Orono Parkway
Elk River, MN 55330
MINNESOTA DEPARTMENT OF NATURAL RESOURCES
RE: Notice of Proposed Vacation of York Street, City of Elk River
Dear Mr. Carlton:
CENTRAL REGION
1200 WARNER ROAD
SAINT PAUL, MN 55106
651-259-5800
oEr 1 7 .
Thank you for your letter regarding the proposed Vacation of Public Easement for Right of Way,
City of Elk River. Your letter was forwarded to me for review and comment, as required by M.S.
412.851.
The street vacation is described as follows:
That part of York Street, formerly known as Oak Street, between Blocks 2 and 3,
Map of Orono (Sherburne County, Minnesota).
The part of York Street being considered for vacation is located south of Lake Orono along the
south shoreline of the lake. The parcel extends north from Main Street to the lake approximately
350' and is approximately 100 feet wide. A bituminous blacktop driveway runs down the center
of this linear shaped parcel and turns toward the adjacent residence west of this lot, indicating
the landowner is using this public parcel as a driveway. The parcel is fairly level and has a
gradual drop in elevation before it approaches the shoreline, where a cracked, concrete slab
can be seen just beneath water surface indicating the property previously was used as a boat
launching site.
The Department of Natural Resources has reviewed the street vacation being considered and
found the following:
• An existing Public Water Access is located on the southwest side of lake, which had a
new boat launch ramp installed in 2014.
• Lake Orono has a fishing pier and swimming beach located along the southwest side of
lake.
• Lake Orono is a 300 -acre manmade lake, which was formed from the construction of the
Elk River Dam. Drainage from a large upstream watershed flows through Lake Orono.
• Fish stocking efforts have occurred on Lake Orono as well as fish survey work, most
recently in 2008.
mndnr.gov
A PRINTED ON RECYCLED PAPER CONTAINING A MINIMUM OF 10% POST -CONSUMER WASTE.
%41 AN EQUAL OPPORTUNITY EMPLOYER.
