RS TIAR SEMI-, MTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE CMCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />June 2, 1975 at 7:30 PM. <br />The Regular Semi -Monthly meeting of the Elk River City Council was called to order by Mayor <br />Lundberg on June 2, 1975 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Syring, Konop and Otto. <br />The minutes of the May 19, 1975 Council meeting were reviewed as there were no additions or <br />corrections the minutes were approved as printed. The minutes of the May 30, 1975 Board <br />of Review meeting were reviewed as there were no additions or corrections the minutes were <br />approved as printed. <br />Chief Joe Zerwas met with the Council regarding the Civil Defense Police Reserve a couple <br />items in the by-laws were changed primarely warding made more clearer. <br />Moved by Councilmember Otto and seconded by Councilmember Syring to adopt Ordinance No. 10-3 <br />establishing the Civil Defense Police Reserve for the City of Elk River. Motion unanimously <br />carried by a vote of 4-0. <br />Moved by Councilmember Syring and seconded by Councilmember Konop authorizing Chief Zerwas <br />to execute the signing of the application for reimbursement of fund for Jerry Dubes MBCA <br />training. Motion unanimously carried by a vote of 4-0. <br />Joe Zerwas was instructed to draw up a set of specifications for a new squad car and also <br />get quotations from the various car dealers for the next meeting. <br />The Council approved the Police Depts, request to purchase the best of the two typewriters <br />that are available at the school. <br />TheFinance Committee will take the pay raise and tile for Jerry Dube under advisement. <br />Lyle Swanson representative of Cities -Engineering firm met with the Council regarding the <br />1975 Street Improvements. Mr. Swanson presented his estimated cost figures for the <br />proposed improvements needed. <br />Moved by Councilmember Syring and seconded by Councilmember Otto calling for the public hear. <br />ing on the proposed improvements for July 7, 1975 at 8:00 PM. at the City Hall and ordering <br />the plans and specifications plus instructing the Clerk to publish the proper legal notice <br />and notifing the property owners involved. Motion unanimously carried by a vote of 4-0. <br />Residents of School View 1st Addition met with the Council regarding the water and eroision <br />problems they are incurring. <br />Moved by Councilmember Syring and seconded by Councilmember Otto instructing the Clerk to <br />draft a letter- to Marvin George Builders stating that he must complete the backfilling <br />along the street, install the storm sewer as indicated on the orginial plot in School View <br />1st Addition by July '15, 1975 or the City will complete the work and charge all costs to <br />your account and with hold the issuance of all building permits applications for this <br />addition. Motion unanimously carried by a vote of 4-0. A copy of the letter is attached. <br />Roy Sparre, Bob Reynolds and Keith Daudt met with the Council requesting that the City <br />vacate, York Ave. also know as the boat launching area. <br />Moved by Councilmember Otto and seconded by Councilmember Konop calling for a public hearing <br />to vacate York Avenue for July 7, 1975 at 9:00 PM. Motion unanimously carried by a vote of <br />4-0. A copy of the notice is attached. <br />
