The Washburn proposal emphasizes the involvement of <br /> the general public as well as a number of other groups whereas the <br /> Brimeyer proposal does not. Staff feels the Washburn proposal will <br /> provide a more comprehensive approach and better "buy in" from <br /> various organizations and the general public. Such buy-in is a <br /> necessity prior to moving into a physical design phase. Although <br /> somewhat more expensive, the Washburn proposal involves <br /> approximately 72 hours of time compared to 12 hours with the <br /> Brimeyer proposal. <br /> Recommendation <br /> Staff recommends acceptance of the proposal from Washburn and <br /> Associates to facilitate the visioning process and establishment of a <br /> work plan for downtown. <br /> 5. Midwest Building Components-Proposal for King. and Main <br /> Project <br /> • Attached are copies of information from Midwest Building Components <br /> regarding a possible King and Main project. Midwest Building <br /> Components (MBC) is currently under negotiation with Barton Sand <br /> and Gravel to purchase some acreage for construction of their <br /> manufacturing facility for precast concrete panel systems. MBC's <br /> interest in the King and Main project is in part due to their desire to <br /> display an office product using their precast concrete panel systems. <br /> At the meeting on Monday, June 29, 1998, MBC will provide an <br /> architectural rendering of a proposed structure on the King and Main <br /> site. Included in the packet attached to this memo are samples of the <br /> colored product and buildings on which similar products have been <br /> used. MBC would like to request that the HRA provide them exclusive <br /> rights to market and seek tenant interest in the site for a nine month <br /> period. Should they be able to solidify tenant interest by that time, the <br /> HRA would move forward to make a formal commitment to MBC. <br /> MBC will also provide to the HRA at the meeting on the 29th, its pro <br /> formas for leasing tenant space in the building. Terry Veech, owner of <br /> MBC, will be available at the HRA meeting to further discuss these <br /> options. <br /> As is expected by the HRA, a zero dollar land cost from the developer <br /> • may be anticipated as part of this project. Staff would suggest leaving <br /> various options open for payment of a minimum $100,000 for the land. <br /> This payment could possibly be made over time beginning when the <br />
