A <br /> median at Pine Street precludes a full-movement intersection and the <br /> civic/institutional core might be able to better utilize the area of this street for <br /> development purposes. <br /> All of the street improvements envisioned in this plan can occur within avail- <br /> able right-of-way except for those on Walnut Street. Diagonal parking, which <br /> provides about 340 parking spaces along the length of Walnut Street, requires <br /> seven additional feet on each side of the centerline. With the exception of <br /> areas close to Broadway, this expansion could be readily accomplished. <br /> Additional widening should be avoided as it encourages higher speeds and cre- <br /> ates a less attractive environment for pedestrians. <br /> As downtown grows along Walnut Street, an additional access should be con- <br /> sidered by implementing a traffic signal at Fourth Street and Pine Street.
